I am deeply honoured to deliver the opening address at the Launch of the Sri Lanka Chapter of the United Nations Global Network on Migration. At the outset may I take the opportunity to extend a warm appreciation to Her Excellency Madam Hanaa Singer, the UN Resident Coordinator in Sri Lanka and Mr. Sarat Dash, Chief of the International Organization for Migration for inviting me to deliver the opening address at this event.

The United Nations Global Network on Migration establishes a network on migration to ensure effective, timely and coordinated system-wide support to Member States. In carrying out its mandate, the Network would prioritize the rights and well-being of migrants and their communities of destination, origin, and transit. Most importantly, it places emphasis on those issues where a common UN system approach would add value and from which results and impact can be readily gauged.

In 2018 Sri Lanka, together with other UN Member States endorsed the Global Compact on Migration for Safe, Orderly and Regular Migration (GCM). This was the first successful attempt to comprehensively capture all important elements associated with international migration. The Government of Sri Lanka indeed, believes that the launch of this network, especially at this juncture, would be a valuable resource for the country. We are confident that this would strengthen the efforts and existing work of the Government of Sri Lanka to develop its national GCM implementation.

The 270 million international migrants amount to around 3.5% of the global population. 60% of this constitutes labour migrants. There is indeed overwhelming evidence to demonstrate the significant socio-economic contributions of these labour migrants to both the countries of destination (COD) and to the countries of origin (COO).

Sri Lanka has seen a tenfold increase in migrant numbers in the last two decades, and current estimates suggest that around 1.5 million migrants work overseas, with an annual outflow of about 200,000 persons. Around 800,000 of these overseas Sri Lankans work in the Middle Eastern region.

PERFORMING CONSULAR SERVICES AT THE FOREIGN MINISTRY UNDER COVID-19 PANDEMIC SITUATION

The Foreign Ministry has decided to resume document attestation services offered by the Consular Affairs Division of the Ministry to limited number of clients per day strictly on prior appointment basis with effect from 11 November 2020, in order to ensure uninterrupted efficient service for the general public in line with the health protective measures introduced.

Accordingly, an appointment should be made through the following web extension or telephone number prior to visit the Consular Affairs Division and the appointments will be available only from 10.00 a.m. to 2.00 p.m. during working days:

State Minister Regional Co-operation Tharaka Balasuriya and Foreign Secretary Admiral Prof. Jayanath Colombage were featured on Ada Derana 24 yesterday (04), with Mahieash Johnney for a special coverage on “US Election live, on the Road to the White House” where the impact of the US Presidential Election on Sri Lanka and the region was widely discussed.

 

STATE MINISTER BALASURIYA UNDERSCORES ENHANCING NEPAL - SRI LANKA BILATERAL RELATIONS AT JOINT WEBINAR

The joint webinar of the Foreign Ministry of SriLanka, SriLanka Embassy in Kathmandu and Nepal Institute for International Cooperation was held with the participation of State Minister for Regional Co-operation Tharaka Balasuriya today, 05 November 2020.
State Minister Balasuriya reiterated  the importance of strengthening Sri Lanka’s economic diplomacy and  promotion of country‘s geo-strategic location under the neutral and friendly Foreign Policy framework.

Further, the State Minister underscored enhancing Nepal - Sri Lanka bilateral relations in the areas of trade, cultural, religious and air connectivity.

STATE MINISTER FOR REGIONAL CO-OPERATION THARAKA BALASURIYA REAFFIRMS PRESIDENT RAJAPAKSA’S COMMITMENT FOR 80% RENEWABLE ENERGY TO THE UK’S REGIONAL AMBASSADOR FOR THE 26TH UN CLIMATE CHANGE CONFERENCE

State Minister for Regional Co-operation Tharaka Balasuriya reaffirmed President Rajapaksa’s commitment for 80% renewable energy to UK’s COP26 Regional Ambassador for Asia/Pacific and South Asia Ken O’Flaherty during a virtual discussion on 27 October 2020.

Cognizant of Sri Lanka being ranked the 6th most vulnerable country in the world to the adverse impact of climate change in the Global Climate Risk Index 2020, the State Minister highlighted the initiatives adopted by Sri Lanka to promote climate resilience and adaptation through conservation and protection of mangroves, wetlands and forests to reduce greenhouse gases. The importance of green financing to support designing and manufacturing electric vehicles by young Sri Lankan entrepreneurs to promote climate-friendly transport systems was also mentioned. Emphasizing Sri Lanka’s commitment to address marine plastic pollution, the need to develop facilities in coastal cities, especially to recycle plastic litter, was identified as an important element.

Ambassador O’Flaherty, appreciated Sri Lanka’s green initiatives, including on-going collaboration between the UK and Sri Lanka under the Commonwealth Litter Programme (CLiP) focused on addressing the impact of micro plastics, through collaboration in research, enhancing capacity for analysis by strengthening laboratory facilities and public awareness campaigns. He further commended Sri Lanka’s leading role in the Commonwealth Blue Charter Action Group on Mangrove Ecosystems and Livelihoods and advocating to halve the world’s Nitrogen waste by 2030, through the Colombo Declaration on Sustainable Nitrogen Management.

Highlighting emerging trends in the sphere of renewable energy, Ambassador O’ Flaherty stated that wind and solar power, when compared with fossil fuels, are much more cost effective. He pointed out that many countries in the Asian region have commenced the process of phasing out coal power.

Climate change is a global phenomenon, which no country can address alone and requires cooperation at both bilateral and multilateral levels. However, action or inaction by a single country, including Sri Lanka would have an overarching impact in the global context. In this regard, bilateral collaboration between Sri Lanka and the UK sets the agenda to address a critical existential threat of our times.

The discussion was held in the context of the UK hosting the United Nations Framework Convention on Climate Change (UNFCCC) 26th Conference of Parties (COP26) in Glasgow in 2021.

The virtual discussion was moderated by British High Commissioner to Sri Lanka Sarah Hulton. Foreign Secretary, Admiral Professor Jayanath Colombage, Director General/Ocean Affairs, Environment and Climate Change Hasanthi Urugodawatte Dissanayake and Acting Director General/Europe and Central Asia and European Union and Commonwealth Dhammika Semasinghe, and Head of Prosperity Section of the British High Commission in Colombo Andrew Price participated at the meeting.
