UNITED NATIONS ASG KHALED KHIARI CALLS ON FOREIGN MINISTER

The UN Assistant-Secretary-General (ASG) for Political, Peace building and Peace Operations, Khaled Khiari, who is currently undertaking a visit to Sri Lanka, called on Foreign Minister Prof  G.L. Peiris, on Tuesday, 23 November 2021 at the Foreign Ministry.

During the meeting, the Foreign Minister discussed matters related to Sri Lanka’s post-COVID recovery including the economic challenges in the aftermath of the pandemic and the progress in achieving the Sustainable Development Goals (SDGs) in Sri Lanka.

The Foreign Minister outlined the recent progress made in domestic processes in relation to reconciliation and human rights, including the proposed revisions to the Prevention of Terrorism Act (PTA) and reiterated the Government’s commitment to achieving tangible progress.

The Foreign Minister highlighted that Sri Lanka will continue to cooperate with the United Nations in order to achieve sustainable peace and development, in line with the international obligations that we have voluntarily undertaken.

ASG Khiari was accompanied by Resident Coordinator, United Nations Sri Lanka Hanaa Singer-Hamdy, and other UN officials. Foreign Secretary and officials of the Foreign Ministry participated in the meeting.

ASG Khiari is visiting Sri Lanka at the invitation of the Government of Sri Lanka as a follow-up to the bilateral meeting with H.E. the President and the UN Secretary-General (UNSG) held in September this year on the side lines of the 76th Session of the UN General Assembly (UNGA).

SRI LANKA HIGH COMMISSION IN SINGAPORE FACILITATES DONATION OF COVID-19 MEDICAL EQUIPMENT

Sri Lanka High Commission in Singapore facilitated a consignment of 50 BiPAP machines and 8 ventilators donated by the Temasek Foundation of Singapore to support Sri Lanka’s efforts to contain COVID-19.

The donation was presented at a symbolic ceremony held at the Foreign Ministry in Colombo. Foreign Secretary Admiral Prof. Jayanath Colombage handed over the donation to State Minister of Production, Supply and Regulation of Pharmaceuticals Prof. Channa Jayasumana and Secretary of the State Ministry Dr. R.M.S.K.Rathnayake.

Since the Covid-19 outbreak the Temasek Foundation has made very significant donations of medical equipment to Sri Lanka. They also previously donated one million Livinguard face masks which were produced in Sri Lanka and were gifted for the use of frontline health workers. Temasek Foundation has continuously assisted Sri Lanka in education, healthcare and several other sectors.

The donation was made by the Temasek Foundation following the request made by High Commissioner of Sri Lanka to Singapore Sashikala Premawardena to Chief Executive Officer of the Temasek Foundation International Benedict Cheong. The donation was airlifted by courtesy of Sri Lankan Airlines and the financial support for logistical arrangements by the Sri Lanka Business Association (SLBA) in Singapore.

ITALIAN AMBASSADOR CALLS ON FOREIGN MINISTER

The Ambassador of Italy to Sri Lanka Rita Manella met Foreign Minister Prof. G.L. Peiris on Monday 22 November 2021 at the Foreign Ministry.

The discussion focused on issues of mutual interest including political relations; further consolidation of bilateral trade, investment and tourism ties; Sri Lanka – EU cooperation; and the exchange of visits.  The Italian Ambassador also referred to the promotion of cultural cooperation between Sri Lanka and Italy ina range of spheres including architecture, fashion design and Italian cuisine.

The Foreign Minister expressed his deep appreciation to the Italian Ambassador for the support extended in facilitating the successful visit of Prime Minister Mahinda Rajapaksa to Italy to participate as a special guest in the G20 Interfaith Forum 2021 in Bologna, in September.

The State Minister for Regional Cooperation Tharaka Balasuriya, the Deputy Head of Mission of the Italian Embassy Francesco Perale, and senior officials of the Foreign Ministry participated in the meeting.

PUBLIC NOTICE

Please be informed that due to a breakdown of the Electronic Document Attestation System (e-DAS) in the Consular Affairs Division of the Foreign Ministry, attestation services during the past week were disrupted resulting in long delays in providing services. In addition, the Branch Attestation System at the Regional Consular Offices and Sri Lanka Missions overseas are also affected. The Foreign Ministry regrets the inconvenience caused to the public in this regard.

A Technical team of the Ministry is working to rectify these issues. Hence, the Consular Affairs Division would be able to provide services for only 150 walk-in customers daily under these circumstances from next Monday (22.11.2021).

Normal services for certificates /documents attestation could be provided once these issues are rectified. Updates will be notified to the public as soon as the system maintenance is completed.

“SRI LANKA IMPROVED ITS GLOBAL RANKING IN SDGS DESPITE GLOBAL PANDEMIC”: FOREIGN SECRETARY TELLS THE 5TH SOUTH ASIA FORUM ON SUSTAINABLE DEVELOPMENT GOALS

Delivering the Keynote address of the 5th South Asia Forum on Sustainable Development Goals in Colombo, on Tuesday (16/11), Foreign Secretary Admiral Prof. Jayanath Colombage said that Sri Lanka has improved its global rank by 7 positions and is now placed at the 87th rank out of 165 countries, according to the Sustainable Development Report 2021, despite the challenges of the ongoing Covid 19 pandemic. Highlighting the priority attached to the SDGs by the Government, he said that Sri Lanka has set its own national development targets, driven by the global level of ambition. He said that Sri Lanka, taking into account the national context, priorities and circumstances in its endeavors to achieve the SDGs, has established dedicated platforms to accelerate progress in areas that require more focused interventions and coordinated action.

Foreign Secretary pointed out that the socio-economic impacts of Covid-19 will be the greatest challenge for the South Asia region in achieving progress towards SDGs, and accordingly, ensuring adequate and sustained financing for development would be a challenge. As Sri Lanka is rebuilding the economy after the pandemic, the Foreign Secretary re-affirmed Sri Lanka’s unwavering commitment to remaining engaged and fostering international cooperation with a view to find transformative pathways to achieve sustainable development.

The forum co-organized by the United Nations Economic and Social Commission’s (UNESCAP)  South and South West Asia Office, the Sustainable Development Council of Sri Lanka and the Foreign Ministry, under the theme “Building back better from COVID-19 while advancing the full implementation of the 2030 Agenda”.  Held as the first international event in Sri Lanka during the pandemic, it was attended by 36 delegates from 6 countries, officials of the ESCAP South and South-West Asia Office, UN officials in Sri Lanka, Government officials, civil society, think-tanks, experts and other stake holders. It paved the way to enhance understanding of key challenges and opportunities in the implementation of the 2030 Agenda and the Regional Roadmap to support and complement the sub-regional agenda through sharing of experiences and knowledge.

ASSUMING THE VICE CHAIR OF IORA FOREIGN MINISTER PEIRIS CALLS FOR COLLECTIVE ACTION TO SAFEGUARD MARITIME SHIPPING LANES AND OCEAN SPACE FROM POLLUTION RELATED DISASTERS AT THE 21ST COUNCIL OF MINISTERS MEETING IN DHAKA

Foreign Minister Prof. G. L. Peiris, accepting the charge of the   Vice-Chair position of the Indian Ocean Rim Association at the 21st Council of Ministers Meeting held in Dhaka called for collective action to safeguard the maritime shipping lanes and ocean space from pollution related disasters.

Referring to the MV-X Press Pearl disaster in May 2021, involving plastic nurdles, hazardous and noxious materials, Minister Peiris stated that the environmental impact was not only felt in Sri Lanka but with possible long-term repercussions on marine environment beyond Sri Lanka waters. Emphasizing the importance of regional cooperation in maritime safety and security, Minister Peiris stated that Sri Lanka will take the lead in proposing collective action that could avert or mitigate such disasters that have long term repercussions not only on the environment but also livelihoods – a critical concern for all Member States. He also called   on the global community to establish a fund to recover environmental damage and losses considering the magnitude of the consequences of such incidents. He thanked all Members States who extended their support to mitigate the environmental impact of the disaster.

Congratulating the Government of Bangladesh on the assumption of leadership of IORA, Foreign Minister Peiris stated that Sri Lanka unreservedly has placed its   confidence   in Bangladesh leading IORA in the next two years   which is crucial given the ongoing pandemic.   He also thanked the Government of the United Arab Emirates for its excellent work and resilience in steering IORA during its tenure. He also thanked the outgoing past chair, the Government of South Africa for enriching collective decisions as a member of the Troika and the Acting Secretary General and his staff for their tireless work  done  during the absence of a Secretary General.

The Foreign Minister of Sri Lanka, commenting on the theme  selected by Bangladesh for the period of its Chairmanship: “Harnessing  opportunities of Indian Ocean sustainably for inclusive development”, stated  that the Indian Ocean is the third largest, covering an area of more than 70 million sq km, and that the  world is witnessing  mounting competition in the Indian Ocean rim over oceanic resources. He stated that this  highlights the need for regional mechanisms, which could guide countries in the region to cooperate and engage peacefully in harnessing the prospects in a more sustainable manner and  IORA working on an overarching vision on this key thematic area, which is imperative for the promotion of a sustainable ocean economy.

The Minister alluding to “Vistas of Prosperity and Splendor”, the vision statement of President Gotabaya Rajapaksa of Sri Lanka,  stated that the  use of ocean resources in a sustainable manner under the concept of a blue-green economy is a cornerstone of Government policy. Referring  to a speech made by the President at the UN Climate Change Conference (COP-26) in Scotland, the Minister further stated  that sustainability is at the heart of Sri Lanka’s national policy framework,  and is shaped by Lord Buddha’s teachings, which places great value on environmental integrity.

Speaking on COVID-19, the Minister stated that Sri Lanka remains deeply concerned by the unprecedented challenge for the whole of humanity in the face of the COVID-19 pandemic which led to catastrophic health impacts and devastation of economies, especially in the tourism sector.

He stated that Sri Lanka has embarked on a new journey to resuscitate tourism, and has opened its doors for tourists, while taking every possible measure to ensure the wellbeing of the people. He acknowledged that tourism has immense potential for growth and development and contributes to the economies  of Member States.   He stated that Sri Lanka is confident that the global community will come together to address the challenges posed by this pandemic and build economies in dynamic ways.

Welcoming the Russian Federation as the newest Dialogue Partner to IORA, the Foreign Minister   requested Member States and Dialogue Partners to continue to deepen cooperation to address the region’s challenges and to seize the many opportunities for shared progress.

Acting Director General, Economic Affairs (Multilateral) Anzul Banu Jhan from the Foreign Ministry led the Sri Lanka Delegation at the 23rd IORA Committee of Senior Officials Meeting which preceded the   Council of Ministers Meeting.  The delegation to the  21st Council of Ministers Meeting also comprised of Sri Lanka High Commissioner  to Dhaka   S D S Seneviratne; Acting Director General, Economic Affairs (Multilateral) Anzul  Banu Jhan; Deputy High Commissioner Ruwanthi Delpitiya; and Media Secretary  to Foreign Minister Buddhika Wickremadara.

SEVA VANITHA UNIT OF SRI LANKA MISSION IN GENEVA DONATES COVID-19 MEDICAL EQUIPMENT

The Seva Vanitha Unit of the Sri Lanka Mission in Geneva comprising staff members and spouses through various fund raising activities collected the necessary funds and donated 8 Oxygen Concentrators to be used in government hospitals in Sri Lanka treating Covid-19 patients.

The donation was presented at a ceremony held at the Foreign Ministry in Colombo. Foreign Secretary Admiral Prof. Jayanath Colombage handed over the donation to State Minister of Production, Supply and Regulation of Pharmaceuticals Prof. Channa Jayasumana and Secretary of the State Ministry Dr.R.M.S.K.Rathnayake.

State Minister Prof. Channa Jayasumana who accepted the donation appreciated the efforts of the Mission staff members and spouses to raise funds to save lives during the Covid-19 pandemic in Sri Lanka.
