Re-opening of On-Arrival ETA Counter at the Bandaranayake International Airport and Mattala International Airport

The Department of Immigration and Emigration has commenced issuing ETA at arrival by reopening the On-Arrival ETA counter at the Airport for a limited number of bona-fide tourists with effect from 07.10.2021 with a view of encouraging the arrival of fully vaccinated tourists.

Please be informed that, issuing On-arrival ETA will be facilitated for tourists who are unable to obtain ETA by online method due to time constraints experience when arranging their journey to Sri Lanka within a very shorter period. Further, this facility will be avoided considering as an essential service requirement by adhering to all covid-19 preventive measures declared by the Government of Sri Lanka.

In view of the above, On-Arrival ETA will be issued as per the provisions prevailing in the Immigrants and Emigrants Act and in par with the quarantine measures declared by the Ministry of Health on 28.09.2021for travelers arriving from overseas during the pandemic of covid-19.

  1. Fully vaccinated travelers will be released from the airport and do not need to do Day 01 PCR test or undergo quarantine after arriving in Sri Lanka.
  2. Travellers, who have not fully vaccinated need to do Day 01 PCR test and they should undergo 14 days mandatory quarantine at a safe and secure certified Level 01 hotel. Also, they have to abide by the covid-19 preventive operational guidelines issued by the Sri Lanka Tourism Development Authority (SLTDA) after arriving in Sri Lanka.

Accordingly, On-Arrival ETA service can be obtained by fully vaccinated tourists only. However, please be noted that, it is advisable to obtain the Online ETA by the tourists prior to their arrival to avoid unnecessary delays at the Airport.

 

MODALITIES TO ISSUE TEMPORARY TRAVEL DOCUMENTS TO UNDOCUMENTED WORKERS ABROAD AGREED ON

Modalities to issue temporary travel documents to undocumented workers abroad following proper authentication procedures has been agreed on by the Department of Immigration and Emigration. This follows consultations between the Ministry of Foreign Relations, Ministry of Skills Development, Employment and Labour Relations and Sri Lanka Bureau of Foreign Employment (SLBFE). It is intended to facilitate the repatriation of migrant workers, once the Government decides on a timeline for their repatriation.

This was discussed at a meeting convened today (04 May 2020) by the Minister of Foreign Relations, Skills Development, Employment and Labour Relations, Dinesh Gunawardena with the relevant line agencies.

The interest expressed through the ‘Contact Sri Lanka’ portal by migrant workers to return and the amnesties presently declared by Kuwait and Jordan were reviewed. The vulnerability faced by migrant workers particularly in the Maldives and possible measures to address it, was also discussed. The programme by the Foreign Ministry and the SLBFE to provide dry rations to the Sri Lankan migrant communities most affected was also assessed.

Minister Gunawardena briefed those present on the negotiations that have taken place with the foreign governments concerned and efforts being made to be responsive to these governments, while ensuring that any repatriation remains consistent with the ongoing quarantine process.

Foreign Secretary Ravinatha Aryasinha, Senior Additional Secretary (Development) of the Ministry of Skills Development, Employment and Labour Relations Sujeewa Thissera, Controller General of Department of Immigration & Emigration Sarath Rupasiri, Chairman of Sri Lanka Bureau of Foreign Employment Kamal Ratwatte, and other Senior Officials, participated at the meeting.

How to Obtain the Landing Permit

Please note prior to departure ex-Sri Lankan/Canadian passport holders, need to obtain a landing permit through the Department of Immigration and Emigration on payment of the relevant visa fee. Kindly, direct your Next of Kin (NOK)/contact person in Sri Lanka to contact the Head Office of the Department of Immigration and obtain a visa on payment basis.

 

How to Obtain the Landing Permit

a. Traveller needs to send an email to This e-mail address is being protected from spambots. You need JavaScript enabled to view it asking to grant approval to visit Sri Lanka along with a copy of the passport.

b. Traveller will get the approval from the Foreign Ministry by email and another second approval email will come from Civil Aviation Authority in Sri Lanka.

c. Thereafter, send an NoK or contact to the Department of Immigration & Emigration in Battaramulla with the following.

*           Copies of e-mails from the Foreign Ministry and Civil Aviation

*           Copy of passport – photo page and alteration and observation page

*           Copy of birth certificate

*           Copy of travel itinerary if available

Landing Permit will be issued to the NoK/contact person who goes to the Immigration Department. Then ask him/her to scan it and send it to you.

02.       The respective Air Lines will facilitate the travel of Sri Lankans.

03.       All arriving passengers are required to adhere to the Health Protocols / Guidelines that are applicable at the time of arrival.
