Registration of birth outside Sri Lanka

The registration of birth of a child under the Births and Deaths Registration Ordinance must under normal circumstances be made within three months of the birth.

However, if a child of a citizen of Sri Lanka is born abroad, there is an additional requirement under the Citizenship Act that such birth should be registered within one year at the Sri Lanka Diplomatic Mission in the country of birth or at the Citizenship Division of the Department of Immigration and Emigration in Colombo and such children should obtain a Citizenship Certificate from the same Division. Therefore, when an application is made for the registration of birth under the Births and Deaths Registration Ordinance, a valid application for the registration of the child under the Citizenship Act should also be made. Such applications for Citizenship Certificates are forwarded to the Citizenship Division which will process the application and send the Citizenship Certificates to the same Sri Lanka Diplomatic Mission for onward transmission to the applicant.

If the application for registration of birth is made after 01 year, the reason for the delay should be given in writing at the time of submitting the application. If the application is made after 1 year, such applications are forwarded to the Registrar General in Colombo for a decision.

TO REGISTER THE BIRTH OF A CHILD BORN TO SRI LANKAN NATIONALS, THE FOLLOWING THREE FORMS MUST BE SUBMITTED -

(a). Application for Registration of a Birth outside Sri Lanka  (Ceylon) Citizenship 1 Form - Act No 18 of 1948

(b). Declaration of Birth under Section 16 of the Birth and Death Registration Act. (if the birth is registered within 03 months) Registration B-4 Form. OR

(c). If the birth is registered after three months Declaration of Birth Under Section 24, Registration B-6 Form.

(d). Declaration of Citizenship of the father/mother as per specimen attached.

 

Instructions -

(1). An application for registration of a birth must be made within 01 year of the birth. If the application is made after 01 year, the reason for the delay should be given in writing when submitting making the application.

(2). Either of the parents (Father/Mother) of the child should be a citizen of Sri Lanka at the time of birth.

(3). The father or mother of the child may submit the application for registration of birth.

 

(4) Signature of the Declaration of Citizenship and Citizenship 1 form (Pls see above links (a) and (d) should be notarized.

- If the declarant is a Sri Lankan Passport at the time of the submission of the application Consulate General will notarized.

- If the declarant is a Canadian at the submission of the application forms to be signed before a lawyer and authenticated by the Ministry of Government & Consumer Services at 222, Javis Street, Toronto

 

Consular fee for Notarizing the Declaration of Citizenship is  - $ 65.00

 

(5) Birth / Citizenship Registration forms should be submitted along with the originals and two photocopies of the following documents.

(i). Statement of Live Birth Form 2 (Not the certified extract from Birth Registration)


(ii). Passports of father and mother (Photocopies of Data page and the alteration page)

(iii). Original Birth Certificates of the parents. (not translations)

(iv). Original Marriage Certificates of the parents. (not translations)

(v). Father’s and Mother’s present status in Canada (Copy of PR Card / Work Permit / Citizenship Card / Dual Citizenship Certificate / Study Permit/ Visit Visa)

CONSULAR FEES FOR REGISTRATION OF BIRTH:

(a). Registration of Birth  -C$ 55.00

(b).Citizenship certificate CA$ 50.00. If the application is made after the prescribed period of one year from the date of birth of the child, an additional payment of C$ 10.00 per year for the delay in registration.

NOTE:
i. Submission of forged documents and making false declarations relating to citizenship is a punishable offence. Fees will not be refunded in these circumstances.
ii. Incomplete applications will be rejected.
